Each year, the FHCF engages in rulemaking to adopt the Reimbursement Contract, data reporting forms and instructions for participating insurers, and the formula for determining premiums to be paid by those insurers. These rules are included in the State Board of Administration's Annual Regulatory Plan. General rules are also adopted on an as needed basis.
